As reported in The Norwich Bulletin and The Day newspapers,
the Developers (Carpionato LaBoissier) are have secured three
sponsors (Councilman Larry Goldman, Councilman John Crooks and Councilwoman Jackie Caron) for their unwanted, unneeded,
ill-conceived application to SPOT ZONE a portion of Washington
Street AND Julian Terrace for a Walgreens, Starbucks and Webster Bank. (After
repeatedly and emphatically denying they had any specific plans or any specific neighborhood targeted during
the first thinly veiled rezone attempt called the Overlay Zone.)
Their lawyers and representatives called our overlay zone advertisements in the Norwich
Bulletin "irresponsible" and "misleading" YET they are seeking to do EXACTLY
WHAT WE SAID THEY WERE DOING ALL ALONG.
If they can spot zone on Washington Street and Julian Terrace, they can
spot zone anywhere -- and have said they plan to... If we allow this neighborhood attack to succeed,
there will be no stopping spot zoning from infiltrating this entire city anywhere a developer sees he can make a buck.
